
This publication, “Regulatory Framework for the Low-Altitude Economy” by Dr. Le Net (Partner, LNT & Partners; Vice Chairman of the Vietnam Construction Law Association), examines Vietnam’s emerging legal framework for the low-altitude economy in light of the 2025 Civil Aviation Law. It maps out the key regulatory intersections – from aviation safety, national security, investment conditions, insurance, data governance, and urban planning – while highlighting structural gaps in current regulation. Drawing comparative lessons from the EU and China, the publication advocates a shift from restrictive, permit-heavy control to a risk-based, digitally enabled licensing model, offering practical policy directions to accelerate deployment of drones, eVTOLs, and other low-altitude aviation activities while maintaining safety and security.
