[[en]]Last week, the Prime Minister held a national conference on administrative procedure reforms and state governance modernisation in the interests of the people and enterprises. Amongst other points, the Prime Minister highlighted the important role digitalisation played in creating a favorable, more user-friendly business environment. Here are some of the key takeaways from the conference:[[vi]]Tuần qua, Thủ tướng đã chủ trì Hội nghị toàn quốc về cải cách thủ tục hành chính và hiện đại hóa phương thức chỉ đạo, điều hành phục vụ người dân, doanh nghiệp. Cùng với các điểm khác, Thủ tướng nhấn mạnh vai trò quan trọng của số hóa trong việc tạo ra một môi trường kinh doanh thuận lợi, thân thiện hơn với người dùng. Dưới đây là một ý chính của hội nghị:

It is essential to have a central database throughout the entire digitalisation process from the planning stage to the execution stage to facilitate research, compliance and execution.[[vi]]1. Đối với số hóa, việc có một cơ sở dữ liệu trung tâm từ giai đoạn lập kế hoạch cho đến giai đoạn thực hiện là cần thiết để tạo điều kiện thuận lợi cho việc tra cứu, tuân thủ và thực hiện.

[[en]]2. However, digitalisation will not reach its full potential if the people behind it are not motivated.[[vi]]2. Tuy nhiên, số hóa sẽ không phát huy hết tiềm năng nếu con người không có động lực để thực hiện.

As digitalisation boosts productivity and reduces the amount of labour needed, to help with public sector employee motivation, the government should use the money saved from downsizing to give the remaining employees salary increases.[[vi]]3. Vì số hóa thúc đẩy năng suất và giảm nhu cầu về nhân lực, để tạo động lực cho cán bộ, công chức, Chính phủ nên sử dụng số tiền tiết kiệm được từ việc tinh giản biên chế để tăng lương cho những cán bộ, công chức còn lại.
