Vietnam’s digital government roadmap is taking a decisive leap forward with the introduction of Decree No. 69/2024/ND-CP, which sets out the legal framework for corporate digital identification (VNeID). Starting from 01 July 2025, all businesses operating in Vietnam will be required to carry out administrative procedures via digital identification accounts issued by the Ministry of Public Security. This marks a significant change that will replace all existing online business accounts currently used for public services.

In this Legal Alert, our team highlights the most important compliance points that companies should be aware of, including:

-The registration procedures for obtaining a corporate VNeID account;

-The mandatory timeline and cut-off dates for transition (e.g. 30 June 2025 for replacing old accounts);

-The legal and operational challenges that may arise for foreign-invested enterprises and representative offices;

-Key recommendations for early preparation and integration into existing internal systems.

This new system is part of a broader effort to unify digital interactions between businesses and government authorities across tax, customs, labor, licensing, and other domains. It also raises important legal questions about data security, access rights, and delegation of authority within corporate structures, especially for companies with foreign ownership or multiple subsidiaries.

As the deadline approaches, businesses should start planning their compliance roadmap and internal implementation steps to avoid disruptions in operations and government communication.

This article provides practical, business-focused insights on how to prepare for one of the most important digital regulatory changes in Vietnam’s business environment to date.
